BODIES OF THE ASSOCIATION

Recorded under nonprofit association, P.S.A LTD is hierarchically composed as follows:
  • A General Assembly
  • A steering commitee
  • A federal executive commitee
  • Section Offices

GENERAL ASSEMBLY (GA)
The General Assembly (GA) is the supreme body composed of all members of PSA LTD. The GA meets every year in ordinary session, every two years in extraordinary session. The G.A elects two members of the Executive Federal commitee: The President and the General Secretary. The General Assembly appoints the treasurer general.

The G.A gives legitimacy to the elected President to appoint all other members of the executive commitee. The GA has the sovereignty to change the regulatory framework in accordance with the PSA's strategic interests of the Association. The GA is responsible for defining the overall policy of the Association.

THE STEERING commitee (SC)
The Steering commitee is the body of analysis and decision making. It meets every six months to verify and evaluate the progress of decisions and projects. Ultimately, the SC is a body of verification and follow up.

The Steering commitee is composed of:
  1. All members of the Federal Executive commitee.
  2. Representatives of all designated sections.
  3. All the delegates.


IMPORTANT REMARKS
1. The delegates are members of the Association appointed by members of P.S.A in units called "Galleji. “Galleji” is a term in Fulani Language defines as private houses or apartments. The "Galleji are commonly formed on the basis of regional affiliations, tribal, friendly and / or family lineage. The size of "Galleji" varies. They are named after towns, villages of their members. For example, we say "Galle Diaba", "Galle Fanaye", "Galle Boghe" referring respectively to the villages of Diaba, Fanaye and the city of Boghe.
2. Each delegate appointed is responsible for the COLLECTION of individual member contributions paid by him/or her on the first Sunday of each month to the federal treasury. This method has been introduced to avoid the fastidious awaiting that could be generated by a process held at the headquarters. In this role, delegates are instructed to inform members who they represent of any decisions taken and for which the life of the association is engaged. They are also automatically members of the steering commitee.
3. The Steering commitee has the right to invite to its meetings people who could provide services and / or expertise to the Association.

THE FEDERAL EXECUTIVE commitee (FEC)
The federal executive commitee manages the daily administrative and sets the strategic framework in accordance with the status of the association. The Federal Executive commitee (BEF) is composed as follows:

  3. General Secretary
  4. General Treasurer
  5. Secretary for Social Affairs
  6. Secretary for Women and Children
  7. Secretary of Foreign affairs
  8. Secretary for Education and Culture
  9. Development Secretary
  10. Secretary for Building and maintenance
  11. Secretary for organization
  12. Secretary for Communication and Information
For an effective and participatory management, the federal executive is supported in its daily administrative activities by specialized commissions. As a key role, these commissions develop strategies and implement activities to achieve the overall program. The commissions, whose members are not limited, are controlled by a member of the Federal Executive commitee.

Each commission has a mandate to tackle the program designed by the Association. In summary, each commission has the following terms of reference:

1. To develop the programs of activities.
2. To identify ways to implement the program.
3. To provide assessment and monitor program activities.
4. To define an outlook for possible policy changes.

Under the current mandate, it was developed a program that was a compilation of each program presented by each commission. A synoptic presentation has been made in this document. Distributed as follows:

1. Women and Children commitee
2. Education and Culture commitee
3. Building and Maintenance commitee
4. Organization commitee
5. Development commitee
6. External Relations commitee
7. Communication and Information commitee
8. Social commitee
9. Finances commitee

IMPORTANT REMARKS
1. An auditor and one deputy auditor are appointed for the supervision, monitoring the association’s expenses. It is the auditor who is in charge of checking compliance with spending purchases made. He has the duty to request verification of financial records.
2. The frequency and organization of activities of the auditor are left to his or her discretion.

DUTIES OF COMMITEES

The commissions are components of the federal executive. First of all, they are created to provide technical support; Second of all, they must find solutions that optimize the time to achieve the goals of the association. Therefore they participate in the implementation of strategic activities of the association. In what follows we offer a brief description of responsibilities of each commitee.

WOMEN / CHILDREN COMMISSION (WCC)
It is useless to think of the development of any community that excludes women and youth.

Women and children are the components that are statistically most representative of the majority of the human population. Affected by numerous difficulties, women and children need special attention to first remove all social and cultural obstacles that undermine their emancipation, and then to initiate projects to improve their socio-economic.

The Federal Executive Board will seek to develop projects in order to improve women and children’s conditions of life

EDUCATION AND CULTURE (ECC)
The cultural integration and openness are the keys to the development of Pulaar Speaking. The Cultural commitee will work through projects to make integration and openness a reality.

In addition to cultural activities, the ECC reflects on education projects and literacy. It is also responsible to reflect on practical actions to promote the knowledge about African culture. At the same time, it proposes actions of cultural integration. All sports activities are overseen by the ECC in cooperation with the Organization commitee.

DEVELOPMENT COMMISSION (DC)
It works for the identification of concrete economic projects that integrate all aspects ranging from health, education, entrepreneurship, trade through education and any relevant activities that would help members to develop more.

ORGANIZATION COMMISSION (OC)
The commission is mandated to manage all global activities of the association held inside or outside. The organization commitee operates all activities of the association and ensures the smooth running of all initiated activities. These activities include, among others, caravans, sports, cultural activities, debates and other forums organized by the PSA.

BUILDING commitee / MAINTENANCE (CBM)
This commission provides management and maintenance of movable and immovable heritage of Pulaar Speaking Association. This commission is responsible for developing projects for the rehabilitation and modernization of the building owned by the association.

COMMUNICATION / INFORMATION COMMISSION (CIC)
New organizational arrangements in the executive board, the CIC was created to improve the communication and information deficit but also to define strategies for more effective communication. In addition the head of the commission assumes the role of spokesperson to explain strategic actions and decisions taken.

SOCIAL COMMISSION (SC)
The mechanisms of social solidarity in place since the establishment of the association are managed and supervised by the SC. This commission is responsible to reflect on the strengthening and initiating new social actions both internally and externally.

FINANCE COMMISSION (FC)
This commission ensures the centralization of all contributions honored by members of PSA. Members of the commission are responsible of making a financial report of the association. IMPORTANT REMARKS
1. Currently, the Pulaar Speaking Association has 21 branches scattered throughout the territory of the United States of America. In each section there is an executive who is the representative of the Federal executive commitee. The executive office of sections regularly report their activities to PSA LTD federal executive office located in New York.
2. As part of the hierarchy, it is expected from the offices of the sections (EOS) to be organized unlike the federal commitee by turning themselves into specialized commissions that handle the administrative work and that think about proposals and strategies to amend and / or propose projects and actions for the benefit of the association..
